The 18th BSEC Council of Ministers of Foreign Affairs that

was held in Kyiv on 17 April 2007, agreed on the establishment of the "BSEC Hellenic Development Fund - BSEC HDF", according to article 26 of the BSEC Charter.

The Terms of Reference and the Guidelines were approved by the 19th BSEC Council of Ministers of Foreign Affairs that was held in Tirana on 23 October 2008.

The 21st BSEC Council in Baky on 22 October appointed the BSEC-HDF Manager following which the Fund has launched its full operations on 1st November 2009.
